Robert M. Fowler appeals from an order dismissing his petition for discharge pursuant to WIS. STAT. § 980.09(2) (2003-04).1 He claims the trial court erred when it concluded there was probable cause to believe that the facts do not warrant a discharge hearing as to whether he was still a sexually violent person.
