Plaintiff, Verna Doughty, filed a complaint against Defendant Michael A. O'Neill alleging state law tort claims, and against the United States Postal Service ("USPS" or "Postal Service") under the Federal Tort Claims Act ("FTCA" or "Tort Claims Act").1 This is the motion to dismiss under Rule 12(b)(1), Fed.R.Civ.P., by the Postal Service, which has been joined, in part, by Defendant O'Neill....
