In 1980, Congress enacted the Condominium and Cooperative Conversion Protection and Abuse Relief Act (the "Relief Act"), 15 U.S.C. § 3601, et seq., to regulate certain aspects of the conversion of apartment buildings from rental properties to condominiums or cooperatives.
