This is a suit to enjoin enforcement of Chapter 31 of the General Ordinances of Milwaukee County, primarily on the ground that the chapter is preempted by the National Labor Relations Act, 29 U.S.C. §§ 151 et seq. (We will not have to discuss the plaintiff's other grounds.) Chapter 31 requires firms that have contracts with the County for the provision of transportation and other services...
