The question in this appeal is whether the Georgia Tort Claims Act (GTCA) provides the Georgia Department of Public Safety (DPS) with immunity from liability from a claim that the reckless high-speed pursuit of a fleeing vehicle by certain Georgia highway patrolmen resulted in a collision causing serious personal injuries.
