In the year 2000, the Milwaukee county board adopted an ordinance providing for wage increases and benefits for certain non-represented county employees. The ordinance provided for wage increases in the years 2001 through 2004. In 2002, the county board eliminated the 2003 wage increase for the plaintiffs in this class-action suit.
