This case involves the constitutionality of OCGA § 40-5-22(c)(2) and (7). That statute provides, in pertinent part, that the Department of Motor Vehicle Safety

shall not issue any driver's license to nor renew the driver's license of any person: ... (2) Whose license is currently under suspension or revocation in any other jurisdiction upon grounds which would authorize the suspension or revocation of a license...
