The Office of the Chief Public Defender for the State of Connecticut ("the Office") brings this action for a writ of habeas corpus on behalf of its long-time client, Michael B. Ross, who has "volunteered" to be executed in two days after nearly twenty years' imprisonment in solitary confinement on death row. Ross has stated emphatically that he would rather be executed than continue to try to get his death...
