By law, immigrants persecuted under coercive family planning policies in their native countries may seek asylum in the United States. So may their spouses. These cases require us to determine whether the parents and parents-in-law of people so persecuted may likewise seek asylum. We hold that they may not: A parent or parent-in-law of a person subject to a coercive family planning policy is not for that reason eligible for asylum. We further...
