On July 11-13, 2005, a Hearing Board comprised of EDWIN S. KAHN and JOHN E. HAYES, both members of the Bar, and WILLIAM R. LUCERO, the Presiding Disciplinary Judge ("PDJ" or "the Court"), conducted a hearing pursuant to C.R.C.P. 251.18. Kim E. Ikeler, Assistant Regulation Counsel, appeared on behalf of the Office of Attorney Regulation Counsel ("the People"). Respondent David Alan Scott appeared pro se.
