MEMORANDUM OPINION

BATES, District Judge.

Plaintiff, a photographer with the Federal Bureau of Investigation ("FBI"), brings this action against defendants the Attorney General and the Director of the FBI alleging discrimination on the basis of disability and retaliation in violation of the Rehabilitation Act of 1973, as amended, 29 U.S.C. §§ 701 et seq., and Title VII of the Civil Rights Act, 42 U.S.C. § 2000d et seq.,
