Appellant was injured on the job and submitted a claim against appellee, his employer's insurance carrier, to the Texas Workers' Compensation Commission ("Commission"). After the Commission granted partial relief, the Commission's Appeals Panel denied appellant's request for review, holding that the Commission's decision had become final by operation of law because appellant had filed his request one day after the fifteen...
