Petitioner is a 64-year-old former attorney who began practicing law in New York in 1964. For most of that time, he practiced with a partner, Alan Wechsler, who ran the business of the firm and did estate and commercial work. Petitioner's primary business was trying medical malpractice cases. In the early 1990s, the firm suffered financial decline.
