I. INTRODUCTION

Gary Webb, a father of two children, did not pay child support during a period when his children were in the custody of their grandmothers. He claims that the children's mother, to whom he owed the support payments, is precluded under Civil Rule 90.3(h)(3) from collecting the arrears accumulated during that time.
