MEMORANDUM OPINION

JIM R. WRIGHT, Chief Justice.

This case arises out of a lawsuit brought against the City of Sweetwater (the City) by several city firefighters1 and the Sweetwater Professional Fire Fighters Association. The City filed a plea to the jurisdiction, and the trial court dismissed the case with prejudice. We reverse and remand.
