Plaintiffs were employed by defendant New York State Office of Mental Retardation and Development Disabilities (OMRDD) as Chiefs of Developmental Center Treatment Services (Chief or Chief of Service) when that position was eliminated in 1989 pursuant to a reduction in force (RIF).
