Respondents Rashad M. and Bernadine M. are married and have three daughters and two sons.1 In 2000, the Administration for Children's Services (ACS or the Agency) received information that the M. parents were using drugs, and began an investigation of the home. After Mr. M.'s toxicology report came back positive for cocaine, he was referred to a drug treatment program. The Agency continued to conduct biweekly home visits, and for a period of time...
