A Coeur d'Alene police officer, Greg Moore, pulled over a male driver because he was driving a vehicle with studded tires in July. Patricia Watts was a passenger in the car. Officer Moore arrested the driver for driving without privileges. Another officer, Erik Turrell, asked Watts to get out of the car...
