At issue in this appeal is the constitutionality of La. R.S. 15:1186(B)(2) of the Prison Litigation Reform Act ("PLRA"), which provides an automatic stay of in forma pauperis civil actions filed by prisoners until all court costs are paid. Alfonso Rhone, an inmate whose civil tort action has been stayed, sought to have the automatic stay provision declared unconstitutional. The trial court denied relief.
