¶ 1. On March 4, 2003, the board of aldermen for the City of Starkville, Mississippi, ordered the termination of Dunlap Street and Oakridge Drive, and Charles E. Morgan Construction Company appealed the order to the Circuit Court of Oktibbeha County.
