Gordon Johnston has sued the Tampa Sports Authority and its executive director, Henry G. Saavedra (we will refer to them collectively as "the TSA"), seeking to enjoin them from conducting suspicionless patdown searches of every person who attends a Tampa Bay Buccaneers home football game. On November 2, 2005, Johnston obtained a preliminary injunction halting the searches, and the TSA appealed....
