FACTS AND PROCEDURAL HISTORY

¶ 1. On November 12, 2001, Captain Sen Ngo was steering his boat beneath the Biloxi/Ocean Springs drawbridge when the boat collided with the bridge. At the time of the accident, Ngo's boat was insured by Centennial Insurance Company.
