Before this Court are preliminary objections in the nature of a demurrer1 of Gerald Pappert, Attorney General of Pennsylvania (Attorney General) in response to a petition for review in the nature of a complaint in mandamus filed by Bryant Arroyo (Arroyo) and his mother, Martha Arroyo (Mrs. Arroyo), requesting this Court to order the Attorney General to respond to and address their administrative appeal.
