¶ 1. On March 30, 1999, Anthony Ray Rowlett was convicted of unlawfully touching a child under the age of fourteen for the purpose of gratifying his lust. Rowlett was sentenced to serve a term of fifteen years in the custody of the Mississippi Department of Corrections.
