Juanita and Miguel Ruiz were expectant parents who could not afford private medical care. On July 22, 1998, Mr. and Mrs. Ruiz pre-registered at Jackson North Maternity Center ("hospital"), which was owned by the Public Health Trust of Dade County ("Trust"). The hospital displayed a sign near the front entrance stating that it was a University of Miami ("University") facility. At that time, Mrs. Ruiz provided her personal and financial information...
