Tom Allen Perry, Jr., was the passenger in a vehicle owned and operated by a known drug dealer who was on his way to deliver two ounces of methamphetamine to a confidential informant. When law enforcement stopped the vehicle to arrest the driver, a search of the driver revealed the expected two ounces of methamphetamine. A search of the car revealed a closed black bag located between the front seats of the vehicle, which contained a digital scale...
