Firestone Tire and Service Center (Firestone) appeals from the April 27, 2004 order of the Court of Common Pleas of Erie County (trial court) that dismissed Firestone's appeal of an inspection station suspension imposed by the Department of Transportation, Bureau of Motor Vehicles (DOT).
