The County of Lebanon (County) appeals an order of the Pennsylvania Labor Relations Board (Board) reversing the decision of a Hearing Examiner that dismissed a Petition for Representation filed by the International Association of Firefighters, Local 3969 (Union) on behalf of several employees comprising the County's Hazardous Materials Team (Hazmat Team) to represent them as "firefighters" under what is commonly referred to as Act 111...
