Tanner Advertising Group, L.L.C. ("Tanner") appeals from the district court's denial of its request to permanently enjoin Fayette County, Ga ("Fayette County") from enforcing its Sign Ordinance ("Ordinance"). Tanner challenges the Ordinance on First Amendment grounds and state constitutional grounds. The central issue on appeal is whether Tanner has standing to challenge the constitutionality of the statute as a whole under the overbreadth...
