This action is before the court on a Rule 56.2 motion for judgment upon the agency record filed by plaintiff Wuhan Bee Healthy Co., Ltd. ("Wuhan"). By its motion, Wuhan contests certain aspects of the final results of the United States Department of Commerce's ("Commerce") antidumping duty administrative review of honey from the People's Republic of China ("P.R.C.") for the period December 2001 through May 2002.
