In this appeal we review the Secretary of State's decision to deny Ryan Gumma's petition to rescind the summary suspension of his driver's license, which was imposed pursuant to section 11-501.8 of the Illinois Vehicle Code, commonly known as the zero-tolerance law. 625 ILCS 5/11-501.8 (West 1998).
