Mr. Aldred Neal, a Shiite Muslim incarcerated at the El Dorado Correctional Facility in El Dorado, Kansas, filed a pro se 42 U.S.C. § 1983 complaint in federal district court alleging that prison officials interfered with his religious observances in violation of the First and Fourteenth Amendments.
