In Mandamus. This cause originated in this court on the filing of a complaint for a writ of mandamus involving an expedited election matter. Upon consideration of relator's emergency motion for an order prohibiting the printing or mhiling of absentee ballots in Toledo Council District Six pending the outcome of this case, and relator's emergency motion to expedite the briefing schedule,
