Appellants Kensington Volunteer Fire Department ("KVFD") and Keith Golden challenge the Circuit Court for Montgomery County's ruling that a volunteer firefighter cannot recover attorney's fees under a county code provision allowing county employees to recover fees in certain appeals from personnel actions.
