Casimir Stachowski ("Stachowski"), a policeman for the Town of Cicero (the "Town"), defrauded the Town out of nearly $53,000 by making false overtime claims. The Town suspended him without pay and petitioned the Board of Fire, Police, and Public Safety Commissioners (the "Board"), seeking Stachowski's termination.
