Casimir Stachowski ("Stachowski"), a policeman for the Town of Cicero (the "Town"), defrauded the Town out of nearly $53,000 by making false overtime claims. The Town suspended him without pay and petitioned the Board of Fire, Police, and Public Safety Commissioners (the "Board"), seeking Stachowski's termination. After hearings, the Board issued a decision stating that termination was "appropriate." Stachowski took the position that this decision...
