Defendants Flint City Council and its individual members1 appeal as of right a grant of summary disposition to plaintiff. We affirm.

This case arose out of Edward J. Kurtz's July 8, 2002, appointment as emergency financial manager for the city of Flint. See Flint City Council v. Michigan, 253 Mich.App. 378, 385, 655 N.W.2d 604 (2002)...
