This appeal from a declaratory judgment requires us to decide whether a city snowplow operator is a "critical municipal employee" under a statute allowing cities to impose reasonable residency restrictions on such employees. The district court determined that the city snowplow operator was a critical employee and was subject to the municipal residency restriction. The court of appeals reversed.
