Jeffrey Bruce Cramer pleaded guilty to transporting a minor with intent to engage in criminal sexual activity in violation of 18 U.S.C. § 2423(a). In his plea agreement, Cramer stipulated to the application of United States Sentencing Guidelines ("U.S.S.G.") § 4B1.5(a) as a repeat and dangerous sex offender against minors.
