In December 1999, State troopers engaged in a fifty-mile high speed automobile pursuit through several counties within the State with shots being fired during the pursuit. Trooper Steven DeBenedictis arrived on the scene as the suspects were being handcuffed. The Trooper lunged at one of the handcuffed suspects and dragged him along the ground until other troopers pulled DeBenedictis from the suspect...
