In September 2004, Joseph Koutnik, an inmate at the Wisconsin Secure Program Facility, attempted to mail a letter and a drawing to a person outside the prison. Defendant Lebbeus Brown denied delivery of the letter and drawing on the ground that they contained encoded references to a gang and gang activities.
