The plaintiff, Todd Spear, appeals from the judgment of the trial court dismissing his appeal from the order of the defendant, the commissioner of motor vehicles (commissioner), suspending the plaintiff's motor vehicle operator's license for three years. We affirm the judgment of the trial court.
