("Cura") appeals the Virginia Workers' Compensation Commission's assessment of thirty-four separate fines against Cura based on its failure to appear at a show cause hearing. Cura contends that the commission erred in concluding that Cura's failure to appear on behalf of its thirty-four individual client companies constituted thirty-four separate contempt violations, reasoning that the commission exceeded its statutory...
