The Immigration and Naturalization Service commenced removal proceedings against Abdulai Jalloh, a native and citizen of Sierra Leone. Conceding removability Jalloh applied for asylum and withholding of removal. The Immigration Judge (IJ) denied the application after a hearing, ordered Jalloh removed to Sierra Leone, and granted him voluntary departure.
