Douglas Guetzloe appeals the final order entered by the trial court granting summary judgment in favor of The City of Daytona Beach, ruling that the City was not required to hold a referendum on proposed amendments to the City's Charter because the statutorily-mandated fees for verification of the petition signatures were not paid.
