Ahmad Ahmadshah, a 42-year-old citizen of Afghanistan, entered the United States in 1996 as a non-immigrant fiance'. In 2000, the government began removal proceedings against Ahmadshah. He conceded removability, but sought asylum, withholding of removal, and relief under the Convention Against Torture.
