This lawsuit involves respondent religious and charitable organizations' constitutional challenge to the Minnesota Citizens' Personal Protection Act of 2003(PPA). The district court granted partial summary judgment in favor of respondents, holding that 2003 Minn. Laws. ch. 28 violated the single-subject requirement of Minn. Const. Art. IV, § 17.
