PER CURIAM.

In this proper person appeal, we decide the scope of NRS 213.1214(4)'s prohibition of prisoner challenges to Psychological Review Panel hearings and whether a prisoner's due process rights were violated. Before he is eligible for parole, appellant Robert Stockmeier, who is an incarcerated sex offender, must receive certification from respondent Psychological Review Panel (Panel) that he does not represent a high risk to reoffend...
