Paula Blise, a black woman, brought this suit in the Eastern District of Wisconsin against the City of Kenosha, Wisconsin ("Kenosha" or the "City"), John Antaramian, the City's Mayor, Nick Arnold, the City Administrator, and Steve Stanczak, the City's Director of Personnel.
