OPINION

SULLIVAN, Judge.

The State appeals from the trial court's grant of Bruce Phillips' petition to reinstate his driving privileges1 and decision to suppress the evidence seized following a stop of Phillips' vehicle. The State presents one issue for our review, whether the initial traffic stop was valid.
