This is a civil rights case under 42 U.S.C. § 1983 in which plaintiff John Kaylor alleges that the defendants, police officers Brian Rankin of the Elmore, Ohio, Village Police Department and Brian Raddle of the Clay Township Police Department arrested him without probable cause, and, while doing so, injured him through the use of excessive force.
